   이 책은 이 책은 정부 조직은 가치 중립적이라기보다는 가치 지향적인 조직이라는 점을 전제로 하여, 지금까지 정부 조직을 다루어 온 행정학에서의 조직관리론 연구서들과는 차별화된 새로운 조직관리 연구서로서의 목차 구성과 내용을 개발하는 데 목적이 있다.

  현대 사회와 정부조직관리론은 기존의 일반적인 조직관리 이론 내용과 정부 조직을 관리하는데 필요한 내용을 새롭게 추가하였다.

  그러면서도 정부 조직 역시 일반 조직의 한 유형이기 때문에 과학적 관리론, 행정 조직 원리론, 관료제론, 신고전적 조직이론을 다루고 있다. 이에 더해 현대 조직이론인 행태론적 조직이론, 생태론적 조직이론, 체계론적 조직이론, 상황론적 조직이론, 발전론적 조직이론, 신행정학적 조직이론, 신공공관리론적 조직이론, 공공 서비스론적 조직이론을 함께 다루고 있다. 이와 함께 조직 구조의 의의와 기본 변수와 상황 변수, 조직설계에서의 단순 구조, 기계적 관료제, 전문관료제, 사업부제 구조, 애드호크라시를 설명하였다. 마지막으로 정부 조직의 변화와 혁신에서 조직변화의 의의와 유형, 조직 변화에 대한 압력과 저항, 그리고 극복 방안, 조직 혁신의 의의와 접근 방법을 다루었다.
